You didn't actually think Zola was gone, now, did you? How foolish and shor-sighted! He was connected to the Internet, and it was so simple, really, to back himself up in the cloud. Such a pity that Project Insight failed, but there are other ways to do HYDRA's good work in the world, for the good of mankind. Every scientist knows that reults take effort, and not every experiment is going to work. It's heloful to gather data on why they fail. So Zola decides to gather data on one of the principle reasons Insight failed, Captain America. And he has a very powerful means to use; the Internet is everywhere these days, as are surveillance, smart phones, google glass, you name it. And one can never be sure when one is being observed or not.
So Zola stalks Steve using the Internet and gets progressively creepier about it, observing him everywhere, on the street, in his home, in the bath, in bed. Of course, like a good scientist, Zola records his observations. And when the time is right, he makes contact with the good captain, first in little ways, then in more obvious ones... maybe he even decides to take Captain Rogers as his very own, for more "intimate" data collection.
Bonus for Bucky/Steve because that's my jam, but no helpless, childlike puppet Bucky, please. I very much prefer traumatized-but-functional badass Bucky.
