May we have some Brock/Sam Stockholm syndrome fic, post canon possibly (but not at all adverse to pre-canon either) where Rumlow keeps Sam prisoner and start a slow, thorough and elaborate brain washing in order to make Sam a follower, but in realty he mostly wants Sam be dependent on him. It's up to you, or to how your story evolves, whether Rumlow succeeds and to what degree.
If there's sex too at some point (oh yes please!), feel free to explore *any* kink, though since it's Rumlow - and with Sam - I'd bet it involves pain of some sort. ;) :D Not at all adverse to a dom/sub kind of interplay either. *wink wink*
