I would like to second this with the voice of a thousand songbirds, and also to suggest that the former Steve encountered by actual-Steve be in fact a complete asshole, who enjoys telling actual-Steve about how much Bucky doted on him, how he was there with/for him when actual-Steve wasn't, and how fake-Steve got a kick out of playing with Bucky's emotions (eg, manipulating him, pretending to be angry to see him grovel, etc).
+ If actual Steve, in his wisdom, tries to take some of what fake-Steve tells him (words, touches, little activities) and use it to comfort Bucky because it's apparently the only thing that works
