Ok, so hear me out. I've read a lot of fics where Bucky's not even aware his consent should be required..but what if the opposite is true?
Once Bucky starts recovering, he becomes acutely aware of the concept of consent,realizes he did not give it, and that what was done to him was fucked up.
However, to him the fact it wasn't voluntary still does not erase what he did.
He gets it in his head that people need to know exactly what he is, to decide (and give consent) if they even want to be around him.
This becomes even more complex once there is romantic involvement (I have a strong preference for Steve, but I can get into Natasha if you like m/f and loosely base it on their comics dynamic). Basically, Bucky becomes convinced that his lover needs to know every gory, sleazy and terrible detail of the things he did, both the murders and servicing hydra sexually, before they can really give informed consent hat they want to have sex with him.
Cue the person n love with Bucky having to listen to hours of heart-wrenching, terrible stories of abuse before he even lets them touch him.
He will meticulously ask consent even for little things - "can I touch your hand". "Is it okay if I sit next to you in the car?" "Are you okay with having dinner with me in the room?". It becomes somewhat heartbreaking and obviously clear that this obsession with consent comes from Bucky not being okay with himself at all. And him feeling people can't possibly want to be around him.
Rationally, he understands it was not his fault. Emotionally, he can't understand why anyone would even want to look at him, let alone touch him.
