OMG, imagine how Bucky's self-blame, self-hatred might work into this. Like, he's testing to see if Steve would blame him for what happened to him by appearing to victim-blame Natasha:
"And then they did XYZ horrible thing to her, but the very next day she went and committed ABC atrocity on a target's family, so..."
or,
"And that time, I don't know if you could call it rape because she actually let that handler do stuff because he always gave her fruit on missions..."
and of course, Steve is properly appalled at these ideas, but since he's focused here on helping Bucky process this shit, so maybe he doesn't express it the way Bucky really needs to counteract his own destructive internal narrative...
