I had this idea in my head where the Winter Soldier does something "bad". And by bad I in fact mean good - he does something like protecting a civilian, he reverts partly to being Bucky (without necessarily remembering why), or he just plain refuses ti kill a target because they're not evil.
Pierce himself is angered by this disobedience, but Pierce does not get his hands dirty. He knows Rumlow does, though. So he orders the Winter Soldier brought in; and be subjected to a painful, brutal punishment-rape by Rumlow, while Pierce watches.
