Bucky's in the same cell as the other future Howling Commandos. Whether he's chosen or volunteers for experimentation to save someone else, he's hauled out of there. But Hydra, never one to waste an object lesson, brings one or several of Bucky's cellmates in to see Bucky's torture. What that entails is entirely up to you, though if Bucky volunteers, he probably won't resist like he would if he was chosen. Either way is good with me.
