So, there were some Hydra folks who just loved to take advantage of Bucky's broken brain, and one of the ways they'd do it was with guys who looked like Steve. And no matter how it started, it would always, always end up with fake-Steve doing something terrible.

So Bucky gets triggered, and hey, there's this guy who looks like Steve, right? But this time, he is not going to be fooled; he's not going to give in when the guy starts talking calmly and trying to be gentle. Hell with that.

It's a little weird that the fake's pulling his punches so much, but for once Bucky's going to win one of these sick little games.
