There's been a lot of talk about HYDRA using chemicals to keep the Winter Soldier functional on missions/retain his health while in stasis, and it kind of spurred the idea of what if Madame Hydra was involved with building the Winter Soldier's tolerance up in regards to toxins/poisons and then testing his "performance" under the influence of such drugs.
