Ok so the idea that came to my mind is basically - what if during the recovery(living with Steve and visiting therapist and all) Bucky realises he wants to confront those who hurt him.
And Rumlow is in the SHIELD's jail so it's not impossible to pay him a visit. Let's say Steve got some business there to do and Bucky basically persuades him that it is a very good idea for him to visit Rumlow while Steve would be minding his own business. (and jails are safe, right?)
Except that while it is kinda impossible to attack Bucky, Rumlow's still angry and bored, so he finds a way to fuck with his head mercilessly - while via the cameras all Steve can see is them just talking(he wouldn't be overhearing his best friend and strip him of privacy like HYDRA did, right?).
+ if Bucky halfway realises Steve's not gonna help him because there is basically no way to tell he needs help, and end up taking all the verbal abuse + other characters may or may not realise something was off. So Rumlow can get away with it completely or not ;^)
