In Steve's hunt for Bucky, one of the places he accidentally discovers is an abandoned HDYRA warehouse, that contains nothing except for shelves upon shelves of random boxes full of paper files, all in Russian. Thinking nothing of it, Steve's about to burn down the warehouse when he finds a box of video tapes.

They are the security video tapes of what HYDRA did to Bucky, to turn him into the Winter Soldier, and make sure he stay obedient through the years.
