I don't know if this is your intention, but I can't help thinking that the Winter Soldier has some residual memory left from before he became the Winter Soldier, that he'll break someone's arm and rape them when ordered, but those tiny caresses also sneak in because sex = gentle, loving, careful touches, and also sex = bringing his partner pleasure.
