It sounds like semantics but imprisonment doesn't have to be forcible. Individuals can have themselves committed to a secure hospital for treatment of a variety of mental and physical disorders, for example. Therefore I really hope what you find sooooo problematic is the possibility of HYDRA's involvement and not that anyone would volunteer for treatment in a secure facility if they were scared they might hurt themselves or other people.
Likewise, Steve volunteered for the super-soldier program. So, until AoU is released, no one can say conclusively if the MCU!Maximoffs were born super-powered or consented to be engineered that way. Not even the actors can say that as they haven't seen a theatrical cut of the film yet.
