so i had this idea. when ultron went through the entire internet for information he saw everything. that includes an old, abandoned hydra groupchat where hydra agents secretly exchanged their fantasies about how they'd like to deface cap's flag. and because it's a hydra groupchat there is some fretty fucked up stuff.
ultron is inspired. he decides he'd like to try some of these fantasies in real life.
when the avengers meet ultron and his robot army in sokovia, he has upgraded his robotic body a bit. he separates steve from the rest of the group and tests out his new... equipment.
+ if the rest of the avengers are forced to listen to everything because steve's comms are still on
