So, we know that according to CACW, Bucky remembers all his victims. He feels guilty about it, even though he rationally knows it's not his fault.
After brooding on this for a while (you can choose if he never went to cryo or if he got out early), he decides he needs to be punished for their deaths. If not by a court, then by Steve and/or the other Avengers.
Cue somewhat unhealthy coping mechanisms and dysfunctional bdsm dynamics where Bucky "takes punishment" for each victim. Would be interesting if each punishment was somewhat different and depended on what Bucky did to the victim. Steve's probably reluctant but somehow it does play out. Starts out mild, with Bucky needing more & more punishment.
Really can be quite cruel, including play-rape, as long as it somewhat believable and IC. Other Avengers can join, too, though I'd prefer the main dynamic to be Bucky/Steve.
