Based on an idea I saw someone have a looong time ago. Hydra has Steve and he isn't breaking. So they/Rumlow hose him down with freezing water and put him outside into the freezing cold (he can't get away bc reasons I guess). The punchline is, he can come in as long as he'll allow himself be fondled by Rumlow. Obviously, the fondling can go further if you want to. ahhh im explaining this wierd but just take this prompt in anyway you want I guess?
