This is absolutely fucking incredible, the tip top peak, Rumlow's dickbaggery + calculated seconds of kindness versus Steve's all time low levels of emotional defenses, I mean that combo is one of my favorite fandom tropes but this execution specifically... wow... When Rumlow has his hand on Steve's chest... And Steve trying to be a halfway decent partner in all this, and that being exactly what Rumlow uses against him... Hot fucking damn
