The Soldier is ordered to torture and/or take out a certain someone - I'm thinking a HYDRA deserter or political target. He is instructed to use any means necessary to do so, encouraged (or explicitly instructed) to use sexual violence as a means of control and humiliation.
Except, something goes wrong and the tables turn. The would-be victim gains the upper hand (probably not through force but rather command words or drugs or something similar) and takes the opportunity to rape the Soldier instead. The Soldier is confused and humiliated throughout the whole ordeal, even moreso when he must return to his superiors having failed his mission.
I was initially imagining m/m, but an evil lady could work well here too. I'm happy with either.
