I think there were a few reasons, but, yeah, I think part of him was just really trying to make it less awful, and he didn't realize until he'd done it what a terrible decision that actually was. For all the rapes Hydra has had him commit, they were violent, brutal acts, and they didn't tend to care whether they got off or not. So for him, he was trying to make it a little different. And it backfired.
