Maybe he enjoys watching them spar, because training, but also... it's a mighty fine sight. Unfortunately, Hydra in the 40s (or maybe even STRIKE right now, writer's choice) is not a good place to be gay. And there's not much room for privacy either, so they find out. Cue a lot of fragile masculinity on the HYDRA goons' parts, brutal punishments and rapes that he "asked for" for Bucky.
