Rumlow in combat CATWS v CACW

Rumlow doesn't seem to get a lot of meta discussion so I just gotta ask- has anyone thought about Rumlow in combat? Cause I was thinking of it yesterday (merrily over analyzing my faves is a favorite pastime), and one of the reasons I'm so intrigued by his character is he was so efficient and focused in CATWS. On the Lemurian Star he very carefully and quietly sets up his shot to take out the terrorist by first knocking him out with the stun baton. He knows he's outmatched by cap in the elevator (ha, that elevator scene) so he goes after him with the batons, and later on he disarms Sharon Carter quite handily and acquires her gun. Guy doesn't waste time on inefficient or unecessary moves.

Which makes it interesting to me that when faced with Falcon he strips off his vest and gleefully proceeds to kick his ass. When he reappears as Crossbones in CW he's more of a brawler than an efficient soldier, I don't think he used a weapon save for the metal gauntlets.. Seems to me that within the demands of an op, he's efficient and very skilled, and left to his own devices he'll happily beat the shit out of people for fun. Anyone have any thoughts?
