I think one issue is that whether or not visitors decide when it is good time to prompt something is when the mod is available to freeze the off-topic prompts. There was a point during the day when a lot of the prompts later determined off-topic were being well-received and had not been frozen yet (totally understandable because mods can't be everywhere, but it does complicate things).

I'm gonna be completely honest, I read a lot of those prompts before trashmod froze them and maybe I was just reading into things, but I found it kind of suspicious that every single prompt had at least one comment of support shortly after being posted, and the prompts and comments sounded very much in a similar voice/style, AND they were all written one after another after another, which...to be perfectly frank, was not really happening around here lately. Not to get all conspiracy theory, but my kneejerk reaction was "wow someone sure decided to throw up a bunch of questionable prompts and comment on them all to validate themselves." Maybe I'm totally off-base, but that's why the "well-received" thing was a bit questionable from my POV.

Eh, Some of the prompts sounded same-y, some didn't. I'm sure there was at least one person who posted more then once, but I don't think it's fair to guess what their intentions were without their input. There's really no point in trying to assign blame now.
