I am with you and would like to suggest that Steve conveniently find a pile of these photos in a Hydra nest somewhere. I would also like to suggest that in some of them - perhaps with the particularly ridiculous and heartbreaker signs - Bucky is smiling - either because he's been told to do so or because the handlers around him are smiling and he's mirroring them since this is something where people are paying attention to him without hurting him and he'd like it to continue.
