The Soviets tried to break Bucky with starvation. They notice that he bites his nails and gnaws on the fingers of his remaining hand when he thinks he wont survive the hunger. So they offer him a lil taste. They take off bits of the remaining arm and feed it to Bucky. Make him beg for it.
It continues after the arm is gone too. A toe here, an earlobe there, all the non essential bits. Just for old times sake, since the soldier doesn't really get hungry anymore.
After the rescue, Steve wonders why New York's street meats/halal carts/food trucks make bucky queasy.
