Rules in brief: don't be a jerk except to fictional characters, warnings for particularly fucked-up garbage are nice but not required, thou shalt not judge the trashiness of thy neighbor's kinks unless thy neighbor is trying to pass off their rotting banana peels and half-eaten pizza crusts as a healthy romantic dinner for two, off-topic comments may be chucked out of the dumpster at management's discretion, management's discretion decrees that omegaverse, soulbond AUs, D/s-verse, non-superpowered AUs, etc. are off-topic.

Haha, yes, it would, wouldn't it? I imagine Bucky's lover would either scramble out of the bed and go straight for the nearest weapon, thinking they'd somehow triggered Bucky's WS programming and he'd reverted to HYDRA assassin mode, or they'd be traumatised thinking they inadvertently exploited some undiscovered conditioning to make Bucky consent to sex against his wishes. Either could be true, or it could just be that Bucky is so used to the sound of his safeword that it's become nonsensical to him (you know, like repeating a word so many time it stops making sense) - to Bucky, 'hail hydra' is just another synonym for 'stop'. The HYDRA operatives abusing him would stop when he called out 'hail hydra,' and later he was taught that, when ordered to carry out mass eliminations, anyone shouting 'hail hydra' should be spared for evaluation by his handlers, to avoid him killing HYDRA staff infiltrating other organisations. So to him, 'hail hydra' doesn't carry the same connotations it does to everyone else, which freaks out the good guys - a lot.

(I'll digress for a moment - I'm terribly sorry, OP! I just can't help myself. But imagine, tongue-in-cheek, Bucky having fun teasing Steve in public - eating food or licking spoons suggestively, touching him inappropriately when nobody's watching, giving him sly looks - and then when Steve is absolutely hot and bothered and red with embarrassment because he's painfully aroused in public, Bucky leans in and whispers in his ear, 'hail hydra!' And it's like dropping a bucket of ice down the front of Steve's pants. Instant turn-off. Steve is horrified, Bucky just thinks it's hilarious to torture Steve like that.)
