Imagine the Winter Soldier does get raped, but far from being a matter of course, it happens very rarely, in isolated incidents. However, the same rules as usual apply: he can't fight back, he can't say no. I think in this case, Bucky would become very aware of what predatory interest in him looks like, and he would do everything he could to avoid that interest being actualized.
So! I would love Bucky to clock those rape ideas percolating in Rumlow, and then this dance happens where Rumlow is working himself up to it, getting handsier, and meanwhile Bucky is doing his utmost to avoid vulnerable situations, like being alone in a room with him. I'm really looking for the escalating tension and high-stakes feeling of this. Bucky not knowing whether Rumlow will decide to rape him, whether he'll escape it if so (so escape has to be POSSIBLE, like if he can just avoid it until the mission is over...), and the fear of the knowledge that all Rumlow will have to do is corner him for five minutes, and Bucky won't be able to resist.
+ and of course Rumlow does corner him, and Bucky does get raped
