It's probably involving something kinky. Maybe he got tangled up in a length of chain and when the Hydra agents notice, he's groaning and he's got it wrapped around his neck and between his legs, humping the air all "Steve... Stevie!"
Obviously he has no idea who this Steve guy is but damn is this some hot sex!
Naturally, Hydra agents stare in awe for a few moments - since when does the Soldier start moaning and calling out some other guy's name? - then move closer and decide to take advantage of this.
bonus points if they try to use whatever triggered this to trigger the same response again in the future. More bonus points if they try to get him to say their names instead of "Stevie" like "No, not Stevie! Brock! Say Brock!"
