Bucky is so confident (OR HE WAS) in Steve's decency that he breaks himself out of his spiral of self-hatred with the thought that it's unfair to Steve. And as you say, he's right about Steve! He's just . . . wrong about how sexual consent works, at least as applied to himself. So he doesn't get that, you know, when your partner catches you letting some kid suck your dick behind a bar, "he wanted to" is a totally inadequate response that also makes you sound like a jerk.

But yes, Steve will know exactly what "he wanted to" meant before the end.
