So all those Hydra Trash Parties? They pretty much assured that Bucky doesn't want to have sex ever again. Also? He can't help but be really aroused by being forced to have sex. And he's not really up to date on all the nuances about informed sex and consent, see aforementioned Hydra Trash Parties. So when ecstatic with relief that he managed to save Bucky and still on riding on that high Steve wants to fuck him it doesn't even come to his mind to refuse. Cue unwittingly (on both parts) non-con sex with a lot of unwanted arousal on Bucky's part and even more guilt and self-hatred.
