I want temporarily deserumed Steve pre CATWS. Steve refuses to just sit around in his skinny minny state and do nothing so he's around the Triskelion, helping organize missions for the STRIKE team, etc, maybe sitting in on briefings and acting as a commander behind the lines. And Rumlow is a stupid homophobic bastard who is painfully crushing on Skinny Steve.
Like he's not just wanting to bone him, he's crazy about tiny Cap. He wants to take that man home and keep him. Maybe Rollins is also hot on Skinny Steve and they get competitive?
Rumlow invites Steve over to his apartment for whatever reason and they seduce/coerce/whatever Steve. Maybe they sandwich him and overwhelm him with dirty talk and neck biting and he can't resist or doesn't want to.
I just want overwhelmed Skinny Steve being used by two big strong Hydra guys and getting off while they glare at each other over his skinny little body and each competes to make him moan or scream louder.

oh man. is Steve hooking up with either/both of them before he's re-skinnied? or are Rumlow and Rollins into it purely because big strong captain america is now an adorable little twink? and how much of that is Steve aware of/humiliated by/turned on by? I'm here for basically every iteration of this prompt.

Yes to everything you said. Though I was mostly going for the "he's a delicious/adorable twink now" angle. I'm sure they were already fantasizing about him when he was big and strong but probably intimidated. If somebody wanted to do a preexisting relationship they could.
And YES humiliated/turned on Steve is my jam.
