Maybe they made him lactate for the lulz or to remind him that they can do whatever they want to his body and he can't do anything to resist, and Pierce drinks it to remind Bucky of his control
Or what if Bucky is actually full to the bursting beneath his tac gear and he's swollen and sore and aching to express but he's only allowed to do that when he's got permission and Pierce drinks some milk just to taunt him- and maybe it's actually some of his milk and its a promise of a good long session of nipple torture later that's going to leave him sore and swollen in a completely different way
