But it's not just protocol, Bucky's fear of not being useful is older than that-- he provided for Steve in Brooklyn, he protected Steve in the war, but now Steve is gigantic and he has money and he has the Avengers and there is literally nothing that Bucky can do for him anymore. Bucky's terror of Steve-doesn't-need-me-anymore is just as hardwired as any programming.
