Dumpster #2: ...'Cause a Hydra Trash Party don't stop

Unholy hell-miracle achieved! Welcome to Bad Guys Do Bad Things To Your Faves 2: Electric Boogaloo. AKA the seamy sexual-violence-and-violent-sex underbelly of Captain America fandom, AKA the Hydra Trash Party kinkmeme. As usual, BLANKET NON-CON AND NSFW WARNINGS apply: just assume going in that everything in this landfill is unfit for human consumption.

Rules in brief: don't be a jerk except to fictional characters, warnings for particularly fucked-up garbage are nice but not required, thou shalt not judge the trashiness of thy neighbor's kinks unless thy neighbor is trying to pass off their rotting banana peels and half-eaten pizza crusts as a healthy romantic dinner for two, off-topic comments may be chucked out of the dumpster at management's discretion, management's discretion decrees that omegaverse, soulbond AUs, D/s-verse, non-superpowered AUs, and dark!good guys AUs are off-topic.

False flag operation

For seventy years, Hydra has been secretly feeding crisis, reaping war--not to intimidate their enemies, but to make potential allies turn to SHIELDRA as the only option for peace.

And when history didn't cooperate--say, by not staying safely dead and frozen in the Arctic ice...

Or: Steve joins SHIELD after the battle of New York, and Hydra decides to kill two birds with one stone. They pick an unstable region that's getting a little too close to a ceasefire, come up with an excuse for Steve to lead a SHIELD mission there, and pay off some mercenaries to capture the mission commander and make it look like one of the warring factions is making a humiliating public example of him. Once the identity of the poor guy getting raped and tortured to death in the propaganda videos gets out, the region will explode and Captain America's posthumous reputation will be forever tarnished.

Except Steve can take a lot more punishment than anyone expected, and eventually he gets loose and wipes the floor with these losers, even with two limbs out of commission and a dozen loads still leaking out his ass. But it would've been a great plan if history had been a tiny bit less stubbornly uncooperative.

Muck around with the details of the cunning plot as much as you want to, by the way. I just want a fic where Hydra arranges for Steve Rogers to be raped and tortured and humiliated... but in a sneaky image-conscious SHIELD!Hydra fashion where they can pin it on their enemies, publicly deplore this outrageous defilement of an American legend, and make the whole thing advance their political ends.

Bonuses--grab 'em and run with 'em, or take as much or as little as you want:

#1: Steve grabs the hard drive with the video footage on his way out, and it also happens to contain intel that could expose who ordered the hit if anyone looks too close. So Hydra's win/win turns into a lose/lose/lose where all parties have a vested interest in making sure that data stays buried. (Good thing there's no chance those classified SHIELD files will ever make it onto the internet, right?)

Bonus 2: Steve's a wreck, but he gives a remarkably sensible account of the ordeal during debrief, which makes Hydra worry that he could be talked into swallowing his shame and going along with an investigation. So they take systematic steps to isolate him. SHIELD sets him up with a therapist, Steve cautiously starts outlining his experiences, and the shrink gives him such a load of condescending crap in response that he storms out after one session. He tries to get hold of Natasha or Clint, not to dump on them, just to be honest about what happened without having to worry about fending off bullshit, but they keep getting called away on long-term undercover ops. Even Victoria Hand, who at least stayed clinical and levelheaded about putting him through a grueling debrief session, is at loggerheads with the STRIKE team Steve's suddenly been assigned to train with. So he keeps the whole incident a secret and copes by stoically throwing himself into his work--but only after he's tried to find people he could be candid with and come up empty-handed.
