Dumpster #4: I Don't See How That's a Party

Okay, kids, you know the drill. Don't be a jerk except to fictional characters. Warn if you want, but read at your own risk, because [community profile] hydratrashmeme is about as far from a safe space as you can get. Garbage we like: noncon, whump, aftermath, violence, mind control, inappropriate uses of Bucky Barnes' metal arm, bad guys doing dirtybadwrong things to your faves. Garbage you should find a different trashcan for: a/b/o, D/s-verse, soulbonds, mundane AUs, OOC evil!good guys doing dirtybadwrong things to your faves, rotting leftovers dressed up as a romantic gourmet meal. Nothing wrong with 'em, but this isn't the crowd you should be pitching to if you're trying to sell Brock Rumlow as anything but a human dumpster fire.

The Winter Soldier's little red book contains the codes to bind him to a handler, who will then gain lasting control of him (unlike Zemo, who just used the temporary codes.) Since Pierce is dead, the spot of permanent handler is now free again--and the asset decides that he never wants to belong to someone who'll use him as their killer ever again. The obvious solution: Make Steve his handler.

Bucky is happy as a clam, living with Steve and being treated with even more kindness and respect than he anticipated, but Steve is horrified when he realizes that no only does Bucky have to obey his every order and try to anticipate his wishes, it can't ever be undone...

so... did Bucky trick Steve into reading the codes? Or did Steve do it with as much information as was available?

not the op, but I read it as him tricking Steve, at least a little.
