Nothing wrong with 'em, but this isn't the crowd you should be pitching to if you're trying to sell Brock Rumlow as anything but a human dumpster fire.

So the doctors from those movies? He was HYDRA. Those were early tests. They figure super soldiers are more likely to survive the procedure.

So HYDRA captures Steve, Bucky, and Sam and builds their own Captain America Human Centipede. Up to the author to decide the order, so to speak.
