OP which bad guys would you prefer? It seems all my personal favorite HYDRA garbage kings are dead by the time Bucky is in Wakanda

Omg is this a possible fill?? And I don't really mind! It's okay if it's just generic bad guys, but if you have any names in mind, that could work too, regardsless if it's chronologically accurate or not. Tbh not like realism is the main focus of this meme :^p I'm sure whatever you come up with is gonna be good

I’m going to *try* because Bucky revictimization is the kink I didn’t know I had until just recently haha, I’m just worried my ideas won’t match up well enough to the prompt. But we’ll see!
