I particularly love the dark-as-the-Winter-Soldier's-pitch-black-tac-gear comedy aspect of this prompt. On its face, the whole situation is awful. Bucky is their prisoner, he's been pumped full of drugs to make him hyper-aggressive against his will and his nature, and he's being used by HYDRA to achieve their goal of world-domination. The incongruity of the Asset's extreme horniness and his resulting behavior, and the response from Hydra in order to contain that behavior, with respect to the Asset's status and use within Hydra makes the situation funny. Hydra ends up with this absolutely absurd problem, and even more absurd solution to their problem, that is entirely of their own making.

OP: YES EXACTLY. The best part here IMO is the implication that there's a really simple solution but Hydra higher-ups and/or techs are just like "well we're not gonna stop pumping him full of hormones, soooo... ¯\_(ツ)_/¯"
