In the early 70's the Winter Soldier Project is in trouble. The chair can take as many or as few memories as they want but if they take too much it means months of retraining and if they take too little Bucky's memories come back fast and he causes a shitload of damage/deaths getting him back to the chair.

Zola's putting in some time at SHIELD, meets new recruit Pierce, who looks a lot like Captain America and comes up with a plan.

The next time the WS wakes up after a wipe/programming session he's in the infirmary suffering from horrific physical/sexual injuries. A sympathetic Zola explains to him that he was captured by the Americans and they were attempting to use mind control to turn him against Hydra but luckily Hydra rescued him before they could succeed. He's then shown "recovered" security footage of himself being wiped/tortured/raped by "Americans" while Pierce dressed as Captain America cheesily villian monologues about how they've implanted false memories to make him think he's American, now he'll betray his comrades, Mwahahaha Mwahahaha etc.

WS is horrified and from that point on as soon as a "Bucky" memory pops up he reports himself for a mindwipe.He's terrified of the chair but he's grateful that Hydra was able to adapt the American's tech to save him and that his comrades are there to stop him if he tries to resist.

So probably using the same implanting memories stuff they did on Natasha, Hydra (as part of being evil, breaking Bucky, or just preparing Bucky to kill Steve) convinces Bucky that Steve participated in his rapes (and other general abuse) and/or abused him before he fell. The memories are buried, of course - maybe happened when he was initially being programmed, maybe it was some techie goons messing around with the mind wipes until Pierce found out and shut the whole thing down, etc - but they slip in among the other memories as Bucky slowly recovers.

Initially it's not much. The flash of a face. His voice. Could be mistaken for pre-War consensual sex, or Bucky getting confused and inserting Steve into his nightmares. Except then Bucky starts getting back more and more, and it's looking a lot like the same shit Hydra put him through. In fact, he strongly begins to suspect that Steve was abusive pre-fall/ is actually part of Hydra/ has abused him since his return and mind-wiped him.

For months after Steve brings him in from the cold, Bucky recovers a lot of memories, but they're all from his life before the fall. He's still had to deal with his conditioning and his feelings of guilt, but he's recognizably Bucky, he's a functioning person, and it's going better than anyone could have expected. Maybe they think he'll never remember what happened in the years he was receiving regular mindwipes. Both he and Steve feel comfortable enough to resume the romantic relationship they had going in the '40s.

And that's when a huge number of Hydra trash memories come crashing into Bucky's head: medical experiments, torture, rape, etc. All of a sudden all the trauma Steve was prepared to deal with at the beginning is in play, only now they have something of a life built up that has been abruptly shattered. There have been many a trash party in hydra over the years. Early on, some higher ups thought it would be a perfect idea to make a drug that would help their super soldier toy be more of an active participant in the proceedings as opposed to just vacantly following orders. The problem? They only have one super soldier to test their miracle drug on, so it's never been more than a trial drug. How were they supposed to know it has addictive properties over a long period of time?

After all the events in DC are through and Steve and Bucky have their wonderful reunion, they start living together. Bucky's getting memories back and things are great. So what if there's this mysterious itch that Bucky can't seem to scratch? Eventually they take their relationship to the next level, but Bucky can never seem to get fully into it. Sure he'll get off, but it's never satisfying. It never stops the nagging itch that he's missing some key component.

On one mission to blow up hydra bases, Bucky's scouting around and finds a crate full of the drug, and he finally remembers why his dreams of the trash parties never seem to be the nightmares Steve thinks they are, and why he always woke up from them hard as a rock. He stashes them away to take back with him, and the next time he and Steve decide to have sex, he sneaks off to dose himself. It's the most mindblowing sex he's ever had and he's able to go on and on, and Steve's definitely satisfied from it but more than a little confused and worried about the sudden change.

Eventually Steve finds the drug and confronts Bucky, who instead of being ashamed can only rave about it and suggest that he try it.

The WS's handlers/team didn't immediately abuse him. HYDRA gave him a grace period, to see if they clicked, because there was no point in letting some rando non-con him and possibly mess up his programing. And if the handler was good it was best to build up a rapport before the non-con so things ran smoothly. They probably learned this through trial and error.

Now Bucky is with Steve and the Avengers and he's been well integrated into the team. They've even gone into the field. And his experience tells him that this is the point where they're going to start hurting him. Which in his experience, won't be so bad because this team is so good. He's had worse. (When they find out they're horrified, and Bucky doesn't understand)

The year was 1993, two years after the Soviet Union officially dissolved, and the Winter Soldier, despite his extreme skill, was less marketable to foreign nations. He was officially a relic of the Cold War. While of course HYDRA still had many uses for him, they could no longer turn the profits made during the past few decades by renting him out other organizations. The freezing and unfreezing process was difficult and quite risky, so they liked to make him as useful as possible while he was already awake.

This time, he had been rented out to a small top-secret organization in South Korea as a defense mechanism against an expected assault from North Korea. Without a direct target, the Winter Soldier was left mostly in the company of his handlers, two HYDRA agents that came with him from the United States. He was given strict orders to never leave his post except to hunt down any spotted intruders. For most of the day, nothing happened, and to pass the time, his handlers entertained themselves with bootleg copies of “Japanimation” that they bought from one of the locals.

Only those in the inner circle of HYDRA knew about their Asset, and even fewer knew that they did NOT program languages into him or put him through language classes, that was what the linguistics division was for. He was only trained to speak certain necessary phrases in certain languages, like a voice command module. So whatever these guys were watching, he could not understand a word of it, but he could repeat it later if asked.

The two HYDRA agents were laughing hysterically at the ridiculousness on the screen. The show had started out with this youngish girl with purple eyes and orange hair styled in two pigtails with two large blue bows to match her sailor uniform. For a girl still in school, she had very large breasts. First, she talked to a much older man, the older man smiled and pushed up his illuminated glasses, and then the man left after thinking something to himself. Then the girl went to school. A boy with blue hair sits behind her but rests his arms on her desk. A girl with green hair and also very large breasts stood next to the girl, told her something and then laughed. The boy also said something, laughed, and then tried to grope the green-haired girl’s breasts. The green-haired girl screamed “BAKA!” and hit the boy on the head, sending him to the ground.

An interesting battle cry, but one that the Winter Soldier would keep in mind the next time he faced a target from Japan.

So 20 minutes into this VHS tape, and almost nothing had happened. The two HYDRA agents had gotten bored and left to find something else to do within the vicinity, leaving their Asset alone with the running tape. However, not long after they left, the show took a turn from boring to absolutely absurd. While the orange-haired girl was in a bathroom stall, a bright purple slimy gelatinous creature seeped it’s way under the door and sent two tentacles into the stall wrap themselves around the girl, who at first just whimpered in shock and groaned when she couldn’t get free, before screaming at the top of her lungs “Tasukete, Ichiba-kun!”

The tentacle monster continued to molest her while she screamed several more things in a sequence that lasted for nearly 10 minutes. After that, the tape was over, with the implication that the story (if there was one) would be included on another tape.

The Winter Soldier was more confused than anything else. He didn’t see a purpose in any of that. Did creatures like that really exist? If so, is that how they would behave and how the average person would react in that situation?

Almost an hour later, the two HYDRA agents finally returned, with eyes wide like children who just watched an explosion.

“Why didn’t anyone tell me that this place had a unit that mutates animals?”

“Did you see the monkey with three faces?”

“Of course I did, but that octopus, man. What did they do to it? It was huge!”

“And it wasn’t even in any water, can you imagine one of those things roaming around on land?”
